Matthew Kohn is a highly organized, detail-oriented systems engineering and architecture professional with more than two decades of experience spanning satellite communications, enterprise modernization, DoD programs, technical leadership, and business management.
From operating heavy earth terminals in Korea and technical control facilities in Iraq, to safeguarding the civilian integrity of GPS alongside the FAA, to architecting next-generation satellite command & control systems — his career has centered on one thing: delivering mission-focused technical solutions that work.
He is an effective problem solver and proven leader with deep experience developing requirements, running trade studies, coordinating stakeholders across government and industry, and turning complex constraints into sound architecture decisions.

Two decades across space & defense
System Design Architect Engineer
- Leads lifecycle orchestration trade studies for virtualization, containerization, and Command & Control (C2) architectures supporting the CCS-C Sustainment and Resiliency (C-SAR) contract.
- Evaluates COTS software, automation, orchestration, and AI-enabled operations capabilities against mission requirements, technical constraints, and lifecycle needs.
- Develops architecture documentation, technical requirements, design artifacts, and decision-support materials for customer review.
- Coordinates cybersecurity, engineering, operations, and vendor stakeholders to refine requirements and drive architecture decisions.
Positioning Signal Integrity & Continuity Assurance (PSICA) Lead
- Senior Systems Engineer on the GPS Positioning, Navigation & Timing (PNT) Specialty Engineering team.
- Developed and maintained GPS civilian safety requirements, acceptance criteria, documentation, and V&V traceability.
- Worked directly with the FAA to ensure future GPS satellites (Block IIIF) and the OCX control system meet government requirements.
- Partnered with agencies, contractors, and vendors while supporting technical, schedule, and cost risk management across the system lifecycle.
Senior Systems Engineer
- Systems engineering support for the $4.6B IRES contract with the Missile Defense Agency (MDA).
- Applied government V-model, Agile, and Scrum processes; served as Jira administrator and Engineering Review Board secretariat.
- Developed Task Order PWS requirements, acceptance criteria, status reports, and ERB support artifacts.
Senior Systems Engineer — Configuration Management
- Configuration Management engineering support for GBS and AFWET under USAF/USSF contract.
- Managed MILSATCOM Control Board and Engineering Review Board change control processes.
- Analyzed Change Requests, Deficiency Reports, Problem Reports, software releases, and hardware modifications.
Space Operations Squadron Manager · AFSCN Test Bed & Transportable Assets Manager
- Responsible for one-third of the O&M portion of the $446M CAMMO contract.
- Supervised 35 personnel maintaining the AFSCN Operational Control Node and C2 equipment.
- Managed eight transportable trailers valued at $20M supporting satellite factory compatibility tests and mobile AFSCN backups.
- Liaison between the 22nd Space Operations Squadron, CACI, and subcontractors while managing QA/QC and risk.
Satellite Broadcast Engineer
- Supervised 20 personnel in day-to-day Global Broadcast Service Operations Center activities.
- Managed GBS satellite bandwidth over WGS satellites; coordinated teleports and earth terminals worldwide.
- Maintained DECC network infrastructure across Windows Server, MSSQL, and Linux platforms.
- Coordinated with COCOM Theater Information Managers, DoD teleports, WSOCs, RSSCs, and ARSTRAT.
Satellite Systems Coordinator / Broadcast Analyst
- Supervised five personnel supporting GBS Operations Center activities and Tier II technical support.
- Monitored overall GBS system health; maintained accounts for 2,500+ concurrent end users.
Satellite Communications Team Chief / Operations & Training Supervisor
- Planned and executed operations and training for 350+ soldiers as battalion S3 staff.
- Supervised 15 personnel establishing and repairing tactical and strategic SATCOM equipment valued over $12M.
- Operated Phoenix Satellite Systems and Technical Control Facilities across Ka, Ku, C, and X bands.
